Arts Partners


The Arts Partners Program is co-sponsored by the Tulare County Office of Education and the Visalia Arts Council. A catalog of artists in the fields of visual art, music, drama and dance is made available to all schools in Tulare County, along with an opportunity to meet some of these artists at an inservice in September. Schools then may sign up to have these artists visit their students for purposes varying from entertaining at assemblies to teaching classes to students, faculty, or both. These visits are paid for in part or entirely by funding provided by the Tulare County Office of Education and a matching grant from the state of California. This program is coordinated by the Visalia Arts Council.

California School Recognition Program


The California School Recognition Program (CSRP) was created in 1985 to communicate and reinforce the priorities of the California State Board of Education and the State Superintendent of Public Instruction. Each year the program identifies and honors some of the state's most exemplary and inspiring public schools. Elementary and secondary schools are recognized during alternate years. Although participation is voluntary, competition for the award of "Distinguished School" is highly sought after by schools in all areas of the state. Tulare County's William R. Buckley Elementary School in the Burton Elementary School District was recognized as a Distinguished School in 2001-02.

CLAD / BCLAD Training

Crosscultural Language Academic Development (CLAD)
Bilingual Crosscultural Academic Language Development (BCLAD)


Education Code requires the California Commission on Teacher Credentialing to issue certificates that authorize instruction to English language learners. CLAD/BCLAD may be obtained through examination or course work.

Class-Size Reduction Training


The State mandates that teachers providing direct instructional services for classes in the class-size reduction program must receive specific training in individualized instruction, classroom management, and identifying and responding to student needs. Participation in this two-day workshop satifies this legal requirement.

ELD / SDAIE Training

English Langauge Development (ELD)
Specially Designed Academic Instruction in English (SDAIE)


These two topics specifically address teaching the language and academic content to English learners. ELD now defines English proficiency as proficiency in comprehension, speaking, reading, and writing of English. SDAIE includes methodology that enables English learners access to academic content.

Mathematics Book Chats


Teachers from throughout Tulare County meet four times a year to discuss books and videos focusing on mathematics and mathematics instruction. For the 2007-08 school year, we have selected these outstanding books and videos:
  • Teaching Inclusive Mathematics to Special Learners, K-6
  • Literacy Strategies for Improving Mathematics Instruction
  • IMAP: Integrating Mathematics and Pedagogy to Illustrate Children's Reasoning (Video)
  • Research-based Strategies to Ignite Student Learning
The discussions are a lively mix of content, classroom connections, questions, historical information and relevant current issues related to the focus of the book. Participants have described this program as one of the most stimulating and rewarding professional development activities they have attended in years. This professional development series may be used as SB472 follow-up in mathematics.

The Mathematics Partnership Project


The goal of the Mathematics Partnership Project is to equip teachers to confidently teach challenging mathematics in grades six through nine, including Algebra I. To accomplish this goal, professional development focuses on content knowledge, teaching strategies, technology, planning, and coaching. Participants participate in a knowledgeable and supportive network of educators focused on improving student achievement.

SB 1969 / SB 395 / AB 2913


SB 1969/SB 395 is an alternative to CLAD. SB 1969 allows a teacher with 9 years teaching experience with English learners to complete 45 hours of professional development to provide ELD and/or SDAIE to English learners. SB 395 extends the authorization under SB 1969.

SB472 Mathematics Professional Development Program is a state grant that provides funding for instructional materials based professional development. This 120-hour professional development program involves a one-week 40-hour institute and 80 hours of follow-up professional development. The program focuses on teaching the underlying mathematics content needed to teach students the California Mathematics Standards, as well as assisting teachers in utilizing state-adopted textbooks.

SB472 Reading/Language Arts Professional Development Program is a state grant that provides funding for instructional materials based professional development. Teacher Expectations and Student Achievement (TESA)


TESA is a behavioral change program that encourages teachers to interact equitably with all students. Through a series of six monthly workshops, teachers learn 15 interactions to improve teacher questioning, feedback and student self-esteem. TESA has been shown to improve student academic performance, increase attendance, decrease discipline problems, and improve classroom climate. It improves the interactions between educators and students by raising awareness of how teachers' expectations affect students' performance. TESA builds collegial team partnerships by providing peer support for participants. We recommend that school site teams of two or more participate in this outstanding professional development.
