Health Insurance Marketplace Coverage Options and Your Health Coverage

To assist you as you evaluate options for you and your family, this notice provides some basic information about the new Marketplace and employment-based health coverage offered by the Tulare County Office of Education. Please note that this notice is informational only.


Prescription Benefits

TCOE employees and their eligible dependents who are enrolled in the employer-sponsored health plan are provided with prescription coverage which is administered by Navitus Health Solutions. Their telephone number is (866) 333-2757. Ninety-day and free generics are now available at Costco Walk-in Pharmacies, as well as through mail order. No Costco membership is required to utilize the pharmacy.


Dental Benefits

Dental coverage is provided by Delta Dental Premier. To receive the greatest value of benefits, services should be obtained from a participating network provider. To contact customer service for claim and benefit inquiries, call toll-free 1-866-499-3001 (Monday through Friday from 5 a.m. to 6:00 p.m. PST), or visit their website at www.deltadentalins.com.

Basic Life/Accidental Death & Dismemberment Insurance

All TCOE employees, regardless of working part-time or full-time, are eligible for term life insurance. This coverage is terminated on the last day of the month in which the employee resigns, retires, or is terminated; however, it may be continued at the individual's expense if converted to an individual policy. Long Term Disability

This plan is employer-provided for all classified, confidential, and classified management employees. The disability benefits are coordinated with sick leave paid by TCOE. Benefits begin on the 31st day of Total Disability due to a covered accident or illness. The plan pays a monthly disability benefit of 60% of your Monthly Compensation not to exceed: (1) a maximum monthly disability benefit of $3,600; (2) a maximum covered monthly compensation of $6,000; and (3) the amount for which premium is being paid.

The plan is administered by American Fidelity Assurance Company, 1-866-504-0010.

Employee Assistance Program

This free, confidential, professional service is available for you and eligible family members during those times when your personal problems seem to be taking control of your life and job performance. EAP provides problem evaluation, referral, and short-term intervention services for help in dealing with issues such as: stress, anxiety, and depression; divorce and separation; conflict in the workplace; care of elderly parents; alcohol or drug concerns; parent-child issues; family/relationship concerns; grief and loss; financial problems; life change; illness and disability; and domestic abuse.

This plan allows you, as a benefit-eligible employee, to improve your overall benefit plan and to help reduce the amount of taxes you pay.

  • Pre-Tax Medical Insurance Premiums
    If you pay for all or a portion of your medical, dental or vision insurance premiums through the office, you may pre-tax that amount, saving you approximately 25% on that money in taxes.
  • Unreimbursed Medical Expense Account and Dependent Day Care Account(s)
    If you pay for dependent care or medical/dental/vision or other qualified medical expenses that are not covered by insurance, you may be able to establish a tax-free account to pay for those expenses.
  • Improve Your Total Benefit Package
    You may enroll in certain other benefits to improve your overall benefit package. Some premiums may be pre-taxed, saving even more money while improving your protection. These additional benefits include: Accident Only Insurance, Annuities, Cancer Insurance, Disability Income Insurance, Flexible Spending Accounts, Life Insurance, Long Term Care Insurance and Variable Annuities.
